Provenierswijk residents association thought that the white residential complex in the Jacob Loisstraat could use some color and contrasting shape. Artist Albert Kramer lives in the neighborhood and has created several colorful images and play objects for Rotterdam. He was asked by the residents' association to make a picture and decorate the residential block. Kramer designed the 4,3 meter high Papekiet, a cross between a parrot and a parakeet. Since 2014, the green-yellow bird has been sitting on an edge in a cove between the two blocks of white brick. By means of a sensor and two small solar panels, the Papekiet since 2018 lit during the dusk.

Originally Albert Kramer (Rotterdam, 1954) is a painter and draftsman, but in recent years he has worked a lot on commissions in public space, both in his hometown of Rotterdam and elsewhere in the Netherlands. The surroundings, history or the use and function of a place can give rise to his designs, which take the form of statues, play objects and murals. They are cheerful, accessible and appealing.
